Regulación e Innovación: El caso del programa BEPS en Colombia

Resumen


Este artículo analiza la relación entre regulación e innovación a través del caso del programa de Beneficios Económicos Periódicos (BEPS) en Colombia. El estudio destaca cómo la regulación puede fomentar la innovación en el sistema de seguridad social sin distorsionar el mercado. El programa BEPS, administrado por Colpensiones, permite el ahorro voluntario para la vejez de personas con ingresos bajos que no pueden acceder a una pensión tradicional. Se enmarca dentro del Sistema de Protección Social Integral para la Vejez y está regulado por el Decreto 1833 de 2016 y la Ley 2381 de 2024.

El artículo también examina conceptos clave como patentes, monopolios, competencia y regulación en el contexto de la innovación. Se menciona la importancia de un marco regulatorio eficiente y flexible, que permita adaptaciones sin generar incertidumbre ni frenar el desarrollo. La regulación de BEPS ha evolucionado para garantizar estabilidad y beneficios financieros a los ahorradores, promoviendo su inclusión en el sistema financiero formal. Finalmente, se concluye que el programa BEPS representa un caso exitoso de innovación regulatoria en América Latina.
